Removing wall border

I am trying to remove a type of washable wall paper border, and it's not coming off very easily. The border does not seem to pass any liquid through it. I bought a paper tiger to score it then have sprayed dif wall paper remover spray on it and waited 20 minutes. And its still not coming of very easily. Any help or suggestions? Thanks Jeanie
