Repairing and painting council style wooden window frames

Hi,

We've recently moved to a new house which has the council style wooden window frames that have been slightly neglected. The windows are fixed in with wooden batons with what looks like putty behind them. Some of the batons have slight damage as can be seen in the pictures and also some parts where the putty has come out and nails risen out of the batons. What would you recommend in terms of preparing and repairing the windows for painting and filling any gaps etc? Would we just roughly sand and repair wood with wood filler and silicone where putty has come out or would putty be recommended between the batons and glass? Also would you undercoat and then paint?

Thanks Robbie. Is there a way of repairing them without replacing the beading? as we're hoping to just keep them going another couple of years until we have the budget to replace them as a few of the double-glazing unit seals have gone also.
