Room thermostat versus thermostatic radiator valves

Can anyone advise the correct method for controlling room temperature using a temperature stat and thermostatic valves.
I believe it is the norm now to incorporate both controls whilst before a room stat was considered a no no and you relied on the boiler thermostat to stop the circulating pump.

room stat, trv's but not on the rad with the room stat in.
room stats have been controling temp for yrs. just people to lazy to install them.
