Sealing a Cellar

Hi. We have a small cellar under the main stairs of a Victorian house. There is rain water coming through.

I think the steps are concrete underneath and that must be small cracks somewhere. What would be the best way to seal the steps from rain from the inside of the cellar?

You need to find out where the cracks are, and seal from outside, otherwise the steps themselves will be holding the water, and suffer further damage over time.. You may need to open the holes up a bit, and then put in some neat cement to cure it.

Are the steps inside the house or outside?
 
The steps are outside.

So are you saying that the only way is to seal the steps from the outside.

If you seal from inside, then the waters going to be sitting in the cracks on the steps, and if they are concrete steps, then in the winter, the water in the crack will freeze and expand, and do more damage.
