shared driveway

I have bought a new house, not completed yet on it but I have just found out that the detetched garage which is over shared driveway does not have any electrical power, is there some law saying you can not run cables under shared driveways. Please help

You can ask the person you shared your driveway, and possibly make a deal with them about that.
 
While it may be a shared driveway - could this be because 1/2 is on your land and 1/2 on your neighbours?

If that is the case then you can go under your 1/2 however it would likely be easier to go along the side of it.

Unless your property's title states that the ROW includes a right for services to pass underneath then the ROW itself has nothing to do with it - you will need the permission of the landowner. If that is you then great, but if it is another party you should expect to pay a reasonable cost in addition to the cost of the works themselves. The owner has no obligation to agree, so consider if they might like you to run services for them at the same time at your cost to sweeten the deal.
