Should I always see water being held in a rainwater drain?

Recently I had tree root damage to my drains which has now been fixed.

Because of this, I was looking down the rainwater drains (which take water from gutter downpipes) and in two of them I can see they are holding water.

In another one I can't see any water being held. Is this potentially a problem?

Are you looking in the gully or the manhole?

Gully should have water, same as a toilet. Manhole should have no water. The one without water could be a bend rather than a gully, stick you hand down it and see if you can feel a U bend.
