Shower hot water

My sinks and bath taps are still getting very hot water but the shower temp will only manage luke warm no matter what the setting is at. Could it be the shower thermostat?

Yes. Have you had problems with the shower in the past, or has it just started? A thermostatic shower valve would be the first place I would look at.

It's a new problem we've never had any problems before now.

Take shower valve out and give it a clean. It could be caked in limescale. Also if the valve has filters on the inlets clean them also.
