Shower runs hot then cold

I have a Vokera Excell SP80 combi bolier. The water runs hot then cold both in kitchen and bathroom and shower. Two Central Heating Engineers have been, replaced diaphragm, cleaned system but it hasn't solved the problem and I can't get hold of them to look again. Sometimes when the heating is off, it runs fine but sometimes it doesn't. Does anyone have any suggestions? Thanks

blocked plate heat exchanger. Not a particulaly easy one to change either.

It is caused because of system dirt but a general cleanse of system wont do much. Needs replacing.

By needs replacing, do you mean the plate heat exchanger or the boiler?
