A builder in our area has had a skip put on the road outside our houses, he is bringing bags of rubble home from jobs he is doing and filling the skip, just wondered if this is allowed ?

I assume the skip is not blocking any driveway, in which case it's on the highway, for which the builder or skip company would have got a permit from the local council, so is allowed. We don't own the road in front of our houses, you can kick up a fuss if it's causing an obstruction to for example your driveway / dropped kerb

I doubt he has a waste transfer license that allows him to do that.

Check with your local council Highways Department if the skip has been notified to them. In some circumstances skips have to have lights and or reflectors to ensure they are visible to other road users at night.

Better still, use it to get rid of you're and you're neighbours rubbish at night, that way he'll put it somewhere else anyway. Win win ;)

But ensure there is nothing in there to identify you or your neighbours. Serial numbers on fly tipped items have been used to trace the owner.

[1] the skip owner returns the rubbish to you or your neighbour

[2] if fly tipped the council / police may contact you when they find your address on some of the rubbish.

how long has it been there? might be for a one off job where it's not possible to put a skip on site. sure he wouldn't drive the rubble home without good reason.

Take the lights off the skip and report it to the council, they will send someone out to fit lights and charge the skip company/house holder.

It will soon be moved.

Andy

A permit for a skip sited on the highway will be for a limited period.
