Strange footings

Anyone seen this type of footing before? A small extension is going in and the hole dug out today to reveal this...


It looks like a slab has been poured before shuttered footings put on top. Got Building Control coming out tomorrow to tell us what they think is an acceptable way to tie the new foundation in.

At the edge closest to the camera it's not very thick at all - a couple of inches or so. As you say, it needs digging out a bit more to find out the true depth.
 
It may simply be a concrete blinding course laid prior to the shutters being placed?...pinenot :)

Just make sure that it is not covering an old well before you hoof it... ooooooouuuutttttttttt............THUMP!
 
The BCO wants a steel beam encased in concrete - something like this:


It's not the end of the world but a little overkill seeing it's only holding up a bi-fold door.
