Stuck hot water tap

The hot tap on the bath has stuck and will only turn a small amount.

Can anyone suggest how to fix this?

I've dismantled the tap and cleaned it but it still will not turn when reassembled.

Do I need a new washer?

Its very difficult for me ( and probably anyone else ) to answer you.

When you dismantled it, I would have expected you would have dried, cleaned and coated the moving parts with silicone grease.

I would therefore have expected it to have been working as new.

Yes change the washer. They spread sideways such that they will no longer go up and down.
