System not filling up

I recently drianed the cold water storage tank,
to fit a new tap in the bathrrom.
Now the toilet system wont fill up and no water
will come out of the cold taps in the bathroom.
I presume a bloackage of some kind.
Any suggestions?

airlock in pipework from cistern(loft tank), open up mixer in kitchen sink, hold rag tightly over spout so cold main blows up hot pipework and backfills/blows out the air...
