Tiling on new plaster

Hello. Hope somebody can help me. I had my bathroom part rendered then skimmed before it being tiled. It has been 1 day and the builder put a coat of pva on the skimmed walls. The plaster had not dried out. I told him not to start tiling until the plaster dries out. Will the pva coat prevent the plaster drying out as it is still a dark colour? It seems like the pva coat has sealed the plaster. Is this correct?
Any help much appreciated. Thanks

I would guess the Builder wants to tile straight away thats why he has put a sealer on it
 
If he seals it with PVA then it isn't going to breathe outwards. I would tile on it till its dry to be honest.
