My understanding is....IF your old windows that are coming out have them then so must the replacements, if its a new build and obviously no windows there to start with then the new windows require them.
As for their effectiveness, well i've never been convinced by them but others have, as for having them on your new windows, well to be fair i would ask your BCO because what ever they say goes
