Tyre wear

Hi,if the outer thread on my tyres are worn away but the centre thread is still got 4mm do they need changing.

I would get them changed if I were you. The steering and suspension should also be checked, something's wrong that they are worn in such a way.
 
The legal limit for minimum depth of the tread is 1.6 millimetres, across the central ¾ of the tread area around the complete circumference of the tyre but if the feathering is bad, get them changed as suggested.

If your front tyres have worn on the outer edge only, it’s usually a sign there is something wrong with the steering geometry, usually the tracking; if it’s affecting the rears as well, under inflation could be the cause &/or excessively hard cornering.
 
or your driving way to fast round those bloody roundabouts?

Very often the tread on the outside edge of the tyre is not testable although it may be within the central 3/4.

If, when it was moulded, the outer tread was not as deep as that tread which has the wear indicators it is not within the testable area,
