Upstairs Radiator Cold

I have one radiator on the top floor and it is cold. All of the downstairs radiators are working fine. I have bled all of the downstairs radiators and when I bleed the upstairs one I hear air blow through the valve but it never gets hot nor does any water eventually frow from the open bleed valve.
I then tried closing all of the downstairs radiators. The upstairs one then got hot, but when I opened the downstairs radiators and re-bled them the upstairs radiator went cold and again no water flowed from the bleed valve.
Any solutions?
