UPVC window query

I have a rental flat in a Conservation Area of London - I want to upgrade the windows from single glazed wooden sash to Upvc double glazed sash. The planners have indicated this may be allowed, as the building is modern (1980's) even though in the CA. But they require the profile to be like for like, so the visuals remain the same. Is this possible, ie, to keep the same profile, and move to double glazed?
