Does anyone know how to change the temperature on the boiler for the central heating. It currently set to a maximum of 70 but the manual suggests it can go higher but not how to do it.

turn the stat on the front of the boiler marked with a radiator sign higher .as you turn it the display shows the desired temp
 
Your max CH temperature has been locked in by the D Codes

2nd level D.71

Why do you want to run it hotter? This is the highest recommended setting for the boiler to remain in condensing mode longer.
 
The rads are not all getting hot so we thought it might be something to do with the temp on the boiler. This is the first time the rads have been fully on since installation so it could be that there is air trapped somewhere or there is debris in the system. what do you think. Upstairs rads are all hot but downstairs a couple are luke warm. I think our system is a bit of a heath robinson but all rads should still get hot. its driving my husband mad.

As it sounds like a new instal, get your installer back - the system may just need balancing ;)
