i have lining paper up on one wall with wallpaper over it which is flat, not embossed would it be ok just to wallpaper over it

The all important question is whether it is a vinyl paper?
If so, you will have difficulty getting anything to adhere well to it, but if it's a standard wallpaper, it is possible to hang directly on top of it. I've stripped houses with as many as seven layers of paper in the past, but I would still always recommend going back to a bare surface to avoid any possible issues.
 
hi it not vinyl paper, so it would be ok but best going back to bare wall, ok, i was trying to cut corners really, stripping walls worse job in the world ! anyway thanks for your help much obliged (y)
