wattage labels on devices

When you have an appliance and it says on a sticker the wattage, is this the maximum wattage it uses?

I ask because we have a massage chair cushion, it heats up and the shiatsu part moves even with 16 stone of weight on it yet it says 35watts on the label, surely it cant use less than a lightbulb considering it has to heat and drive the motor??

?? The plugs just plain black with nothing on it, it says 220-240v 35w on the chair itself

Ok. I have seen some on the web which say "five powerful motors" and then quote 9.5W

That one works on 240V and 12V car cigarette lighter so must be 12V workings inside.

Perhaps someone else has experience of these things.

If it only uses 35w thats amazing for what it does
