I would say a privet hedge is the cheapest, BUT is the most painful in maintainance. A good close board fence should last many years, will look much tidier and be less hassle in the long run.
Privet can run away with itself unless carefully tended. I planted a small species of bamboo in front of my fence in places and it breaks it up nicely.
