Can I put shellac and varnish on a previously oiled wooden block floor without sanding?

any surface to be painted must be free from dust oil or grease otherwise the bond will fail and it will look opaque and flake off

if it hasn't been oiled or polished for 5 years you may be ok ??
but sanding is always recomended for a key not nessisery a heavy sanding more off a good rub down
 
Many thanks Big-all. I wasn't sure what to do because a friend told me to oil my new parquet floor in order to protect the wood before varnishing it. But what you said sounds sensible. Obviously he was wrong.
