worcester 24cdi hot water problem

our worcester since the water has been switched back on here in gloucester only gets hot water by turning the taps on full belt, it never did this before the water supply was shutdown because of the flooding.
i have read on this forum that it could be the diverter valve or diaphram that needs changing, have watched the pin on the diverter valve and it only starts moving when the tap is nearly fully on.
help please. if it is the diaphram does anyone think it could just be clogged up after the water supply was put back on ?
or does anyone know a reasonably priced diaphram supplier for this boiler

A diaphragm is a few pounds - not the issue. Fitting it isn't trivial. See similar posts below.
Don't think you can pin it on the water supplier.
 
I would firstly suspect muck in the inlet filter.
Then, would look at pressure and flow.
