What is your proposed purpose in this (bath?)room?
Where are any fixtures or units going?
Why has the p/b been boxed out? To cover pipework?
A photo of the whole wall might help.
 
This wall was tiled and will just be painted in future development the will be a vanity unit and sink to the right under the window. The wall was boxed for the main waste pipe, I just cut a whole see if I could steal any space. The room is a downstairs cloakroom

If: The basin will be in the vanity under the window?
If: The whole wall, including the boxing out, will be painted?
Then its typically best to pull the p/b and give yourself a clean start with new p/b and skim.
How do you propose to finish the window ledge?

After removing p/b from the boxing and the wall then photo it and come back on here.
