zanussi dishwasher aquapulse DE6744S not washing well

doesnt wash top rack when bottom is full. washes ok when little on bottom rack. bottom filter needs relacing as there are holes in the gauze but wouldnt think this is the problem? have tried to clean top rotor arm as noticed was clogged with limescale, seems clear now.
