Google remote telephone bell will come up with In PoundLand I got a cup which you placed your phone and it's RF caused whole item to flash when any cordless phone rang.
But as the diagram shows it will need some optical isolator if connecting direct into phone line as they are 50 volt the same when connecting to internet although broad band phone lines and computers are both digital you can't connect direct some transverser is required to match voltages.

Similar circuit here Telephone like this which light up are also quite eye catching. OK I know that's not what you want but there are hundreds of telephone where the display or dial lights as a call is received. For mobiles with blue-tooth there are radios which auto switch from radio to hands free phone designed for car use. Since TV is not designed for car use unlikely to get TV with that but if the SCART is converted to Phono plugs then you could install a radio to do the job but at £50 for cheapest radio plus £20 for power supply it's rather a lot of money for same as flashing cup from poundland does?
