Is it ok from a building regs perspective to gripfill fireboard to the bottom edge of a universal beam?

In which case any advice on the best way to board out the beam bearing in mind we don't want to add any width (beyond the width of the fireboard) so a timber frame is out. All the info I can find talks about sticking the bottom piece on.
