Building regs for flat refurb

A client has given me plans, approved by the council, in which she has to exit her bedroom through her kitchen, i was under the impression this wasnt allowed. Has anyone got any thoughts on this? :confused:

If it is on the ground- or first floor, this arrangement is acceptable if the bedroom has an escape window.
 
Its not necessarily quite that simple though, is this a refurb with a different layout, a new flat, existing flat layout, in a block, attached to a dwelling etc or what?
 
The flat is a studio in a block, technically is a basemnt flat there is a window with bars.
The room is currently a bathroom which when we remodel the flat will become a bedroom.
I tried to get hold of the council today but no one got back to me :confused:

It's fine as long as there is an alternative means of escape which complies with MOE regs.
