Building regs for insulation house built 2002

Hello

We have a bedroom above a garage and it gets very cold. I have looked under the floorboards and there does not seem to be any insulation in the void between the garage and the bedroom floor.

My question is should it have been insulated as part of the build to comply with building regs or did this not apply in 2002?.

Any help appreciated as the NHBC is about to expire.

NHBC will be absolutely no use whatsoever if some insulation is missing. Even if they did help out for non 'major' (in their eyes) items like this the excess will outweigh the cost of any remedial works. NHBC is really an insurance policy that keeps mortgage lenders happy and has little value unless you get subsidence or other horrific problem that would affect the value.

Yes, it should be insulated although not necessarily via the void between the floor joists.

They may have used a foam board underdraw perhaps....?

Can you see plasterboard backing or something else like manufacturers writing when you look down upon the ceiling?

In 2002 the regs changed, and any house completed in 2002 would most likely have to meet the previous [1995] requirements which were 0.60 w/m2k so no insulation would have been acceptable

Also houses would tend to meet a 'target u-value' so a low insulation value in parts of the structure, could be compensated with other measures elsewhere

Your Buildmark Warranty would not cover this anyway would it?
