Building Regs for roof over porch and small part of bedroom

Hi, I am replacing the tiles, like for like, on the roof that is over my porch which also covers about a meter of bedroom space (converted garage!).

Nothing at all on my main roof.

Is this still notifiable for building regs?

Thanks! Sorry if my next question is bonkers but is that 25% of the total area of roofs on a house (e.g. porch + main roof (over loft) + etc), or 25% of each separate roofing on same house?
 
It will be 25% of the individual roof, not all of the roofs

But the requirement is to consider upgrading only if practical and financially viable

The amount of work needed to insulate this roof and the cost in context of the benefits and payback time, would mean that you would not bother doing any upgrading, so just replace the tiles and leave the council out of it

Looks like the roof was already insulated! Hope the council doesnt drive by and then bug me about it!
