building regs on double glazing

I have just had a conversation,with a building regs officer @ my local council,I am converting my one bedroom garden flat into a two bedroom flat.I am not taking any windows out.

The officer has said it makes no difefrence, if i take windows out or not I have to replace all the windows in the flat from single glazing to double glazing ???

I have never come across this before..... Can any one offer any direction on this ?

Would I be right in thinking then that, the council cannot enforce this as it is not part of the requirements for meeting building regs ?

You'll have to ask the officer what part of the b/regs he is referring to to require the windows to be replaced. There may be another reason such as means of escape or something
