Final completion and water rates

I converted two garages and a toolroom into two bed self contained annex accommodation on my parents small holding. They have a house 80 yards away.

I have not submitted documents for final completion but I have had a visit from building control and I have the documents they want (EPC)

My parents want to separate the properties and so as a first step I need to submit the EPC for final completion.

Will the water rates be increased as a result of the final completion document?
Or will this occur when the properties are separated into two?

My understanding is that water rates are calculated on the number of bedrooms.
