New electric supply - tax

I am currently in the process of splitting one dwelling into 2 separate dwellings. I was about to get the grid to connect in the 2nd power supply for the new dwelling but someone said be careful you don’t get charged for 2 lots of council tax. Does anyone know if this is the case or will I just be charged 2 lots when the dwelling has been officially signed off?
