Purchasing house but they have no building regs for work don

In the process of purchasing a 3 storey town house and they had some work done in 2006 which consisted of 2 things:-

1) Installing a down stairs shower room off the kitchen
2) They installed an additional kitchen in one of the bedrooms on the 2nd floor that has a cooker, sink and washing machine in.

They don't have any building regs certificate or anything for the work done as they say you don't need it. Is this true or not? I'd have thought that you would have needed something to get the work signed off.

Strictly these are notifiable.
After all this time, though, the council could not take any action on it.
Why bother about it?
 
are you even going to keep those additions or just rip them out?

kitchen definatley coming out, downstairs shower room would come out in time and just have a downstairs toilet in there.

Personally wouldn't worry about it then, time limits are over and it's going anyway.
