No,there are no 'rules' as yet. The consultation period ends on Dec 24th, and it will be some time after that before the government comes up with finalized proposals for legislation. Then there will be a further delay while it is put before Parliament.
And the maximum lengths proposed (6m and 8m) will be considerably watered down.
