Straps in the roof?

Hi all,
Currently converting a house and have put a new roof on it. Had the Building regs inspector round who seemed quite happy but wanted some calculations done as the flitch beam distance to the wall edge was just over 3m and therefore too close to some apparent new regs that have come out.

The structural engineer did a visit and has taken ages to come up with the calcs but I have finally got them. However, he mentions straps as per the image attached. Can anyone explain where they go exactly? I don't understand and he (the SE) has gone AWOL again.

One thing to mention, since his visit additional hangers have been fitted along with the internal stud walls. These walls consist of 3"x2" posts approx 35cm apart, floor to ceiling, along with noggings which further support the ceiling making it very sturdy.

some apparent new regs that have come out.
Don't know what these new regs are?? Building Inspectors often say anything.

Can't quite see what the problem is; maybe a beam to support the ceiling joists?
 
Your BCO may be talking about the fact that they may be able to pre-approve beams up to 3m, but above that require calcs. There are no new regulations on this

The straps are to restrain the gable wall, and would go every 1.5 or 2m over three floor joists and under three rafters. You would need to fit noggins between the timbers so that the strap is fully supported

Crikey who built that blockwork gable (left side)!?

Is that a ridge board visible on the right, it looks mahoosive?
