Can a builder who is not Fensa registered legally install a new window (i.e. not replacing an old, but creating a new opening) on a job which involves building regulations? Would the BCO sign off the window as part of the works? If the latter, is there an additional charge over and above the initial building regulation fee?

Or does the builder/installer still need to be Fensa registered?

If the windows are part of the work for which the application applies (eg an extension) then it is covered by the BCO, and no need for FENSA
 
Thanks for clarifying. A slightly related question, but can the same builder, again legally, install new radiators (tapped off the existing c/h system) under the same building application without being a member of any plumbing/gas federations?

No qualifications or membership of any scheme is required for working on radiators.

Also, radiators are nothing to do with the b/regs application and wont be inspected
