Building a garden wall

What width and depth should i do foundation for a garden wall if building on solid limestone rock 2ft down, read somewhere make it 600mm if double skinned and 375mm depth if wall is over 4ft but do i really need it 375mm if im building wall on solid limestone rock?

Its not flat as under all where we live is solid limestone rock so i need to do a little foundation for a flat level for the bricks
 
If the difference in level is not too much, can you make it up by mortaring in brick/tile etc in any hollows, rather than pouring a level concrete strip right along?
 
I could but its not the cost of concrete foundation thats problem but if it dont need to be as high as it would be on soil base id rather not have a higher than needed being on limestone rock
