Damp Patch Under Bedroom Window

Last night I noticed that a damp patch has appeared under the upstairs bedroom window. This was during the high winds and rain last night and I haven't seen that any damp there in the previous year of living here. The room was replastered about 10 months ago and I had started to notice a few months ago hairline cracks in that area.

After leaning out the window and photographing below I am not entirely sure what the issue is. Currently too windy to get a ladder and look.

The area has now dried out and left the wall further cracked and with a slight mineral residue. The water is getting in from the outside but I am not sure where or how best to approach it.

 
There's a few cracks in the render, as well as you having a cement fillet instead of a lead flashing.

I do plan to get that whole lower roof area sorted but I imagined if that was the issue here the water would be coming up rather than down form the cill.

I am not sure if the cracks are causing this problem or the symptom of something else. Seemed like a lot of water got in to that area.
