Base coat/ sealer for kitchen and bathroom

Recently had the kitchens skimmed over plasterboard, I know normally you'd use thinned down emulsion to seal the plaster first, but for kitchens and bathrooms do you use ordinary thinned down emulsion then kitchen paint over it or thin down the kitchen and bathroom paint as the base coat?

I'd use non-vinyl contract matt emulsion, diluted 70:30 with water, not the kitchen and bathroom paint (as that will contain vinyl or something like it).
