Ceiling question

I live in an old stone farmhouse. Earlier this year I had my chimney lined, (just a liner - no infill). It was about the time we had all that exceptional rain. A day or two later in my bedroom I noticed a damp mark on the ceiling round the edge of the chimney breast. The builder said the flashing round the stack was suspect so I had that done. They finished the work towards the end of May, but one area of the ceiling still has a dark stain and feels damp. Can a ceiling take that long to dry out? Also, could there be any connection between the damp and the chimney lining? Until I sort this I can't redecorate.
Any advice much appreciated. Thank you.
