How can I wallpaper on top of compressed polystyrene?

I have compressed polystyrene between the beams of my ceiling for insulation. I have wallpapered over the polystyrene, but it keeps falling down! Any ideas please.

I do not know why your ceiling paper is falling off - unless the adhesive you're using isn't strong enough to bond it to the polystyrene.

You could try either Beeline (the big tub ready mixed stuff)or Mav Erfurt's Wallrock adhesive (also ready mixed) , which is a paste the wall formula (or in your case, paste the ceiling.

If all else fails you could remove the original polystyrene and use this stuff instead, which is a liner and insulation combined:
