soot stains

Has any-one used BIN PRIMER for chimney breast soot stains. I only have random marks and was thinking aerosol ?

I use White oil based undercoat for stains, but then I am a bit old fashioned, I still use a paint brush

Thanks, this is a papered chimney breast, have stripped off the old emulsioned paper, the wall is still a bit damp and I wondered if I needed something a bit more penetrating to seal it ?

Why is the chimney breast damp , is the fireplace closed up ?

It was originally capped with a vent top but this was changed for a anti-crow cage when we started using it again. The cage top was not too waterproof in the winter with no fire on ! Have since reverted to ceramic vent top. The soot stains came when accumulated soot (now cleared) was water soaked.
