Plastering wall - prepped enough

Hi there, looking for some advice. I recently purchased a maisonette flat and the stairwell has some rather old and scruffy looking wallpaper, therefore Ive stripped off the wallpaper, but ive discovered the wall underneath varies between thin plaster (guessing this is between the joints) and wallboard.

My question is, in the state below (photos attached), would a plasterer be able to skim the wall surface?

Once all the wallpaper has been removed the answer would be yes.
You do seem to have textured area(bottom pictures)
Do you intend to also plaster over this or is that also being removed?

the bottom photo shows the ceiling (taken at a funny angle).

ive no plans to change this at the moment due to budget, may come back to revisit skimming some of the horrible artex at some point

just to update, had the plasterer in at the weekend and he has done a fantastic job.

He advised me that I need to caulk all of the corners prior to painting. Is there a particular reason for this?
