We recommend:
Check to make sure that your neighbour's hot and cold inlets feeding into the shower are not reversed (especially if the problem has been there since installation.)
Could be unbalanced supplies - Mains cold, gravity hot.
Check to make sure that there are no airlocks in the water system, take the head off the hose, let the hose hang down and then run the shower alternating between hot and cold a few times to purge any airlocks out.
Check to make sure that there are no blockages or restrictions in the head or hose (lime scale or kinked hose).
