Green and black bits in hot water

Hi, have just moved in to a New house, it's just been built but there Is a problem with the hot water. Everytime we heat the water and run a bath it's full of green flakes and little black bits, the when you rub the black bits they smudge like oil and the water has an oily smell.
We have had plumbers and they flushed the tank and said it should clear up but it hasn't, it's a system boiler with an elson combination tank for the hot water, the tank is also linked up to solar panels. Has anyone any ideas because the plumbers they sending out have no idea and I'm not sure if the water is safe to use, the cold water is fine

Sounds like something might be mixing.

Are they sealed systems, or do you have expansion tanks in the loft etc?

It's just been built, and it's a combination cylinder so it has the header tank on top
