is a 210 litre tank big enough?

working on a place that is going to be run as a holiday let, it has two mixer showers, it can sleep 6, it has a 210 litre unvented cylinder on E7, concerned that it's not going to be enough hot water for possibly 6 people who may have been out hillwalking all day, thinking of recommending changing one of the showers for electric, or is it possible to put in an in-line heater which would only work when the water temp starts to drop?

Dave, it'll be big enough mate, but change one shower to leccy.
Remember with shower mixer valves it's 30-40 ° C water that's used, so if it's stored at 60, know where I'm coming from??

has the cylinder got one electric heating element, or two?

It would be useful to have the ability to top up the heat at peak-rate, since there is a good chance that some or all the guests will have moring showers, and the economy rate will not have started again when they want more showers in the afternoon or evening.

I gather from what you say that there is no scope for heating the cylinder from a gas, oil, multifuel or solar source.
 
The shower heads will be important. Some old ones dump 25+litres/minute, whereas more modern ones (often with air entrained) won't pass more than about 12 but still feel OK.
Leccy shower never a bad idea as backup - heating elements do fail!
