The shower starts up cold and stays cold even at the hot setting, but if the temperature switch is moved a few times to the cold and max heat setting the heater kicks in as I can hear a buzzing sound and the shower becomes boiling hot, any movement of the temperature down causes the shower to go freezing cold.

Yes the flow control valve that changes the temperature from cold to hot but its either freezing or boiling when eventually the heater kickss in

You need to check the pin that comes out of the top stabiliser valve and activates the switch carriage.

Switch the shower on check the pin rises fully and stays up on the carriage
When the shower gets hot and then turn the flow dial down when it go's cold
check to see if pin has dropped.

Also check the flow turn dial on fully cold the flow should be powerful turn the dial to fully hot the flow should reduce down to a trickle on fully hot.
Also when the shower fully hot and turned slightly down to stone cold does the flow drastically improve ?

Sounds like a fully stabiliser valve.

Have you checked the basics stopcock fully open, inlet filter clean ?
