Help! what could be causing mould growth?

We have a ground floor tenement flat that we rent out. We had a damp proof course put in as the internal stair wall was damp, we also had upvc double glazing put in and gas central heating.
Everything was fine with our first tennants who stayed 8 months, but now 3 months after the new tennants moved in they have mould growing up the back of a wardrobe an area of about 70cm sq [inside the wardrobe only]. We took in a damp meter and the walls and skirtings are all fine but the MDF desk, the stripped wood shutters and the carpet all went into the red on the meter but a reading of the floor under of the carpet was ok, and although the shutters were damp the wall behind them was ok. Another room had shoes covered in mould in the wardrobe but only a little mould around them on the wardrobe itself. Again readings on the walls and skirtings were fine but items in the room had a high reading. Also we noticed the main door into the flat from the common stair seems to have swollen. They also get some condensation on the windows.
This all seems [to us novices] to point to the problem being created inside the flat rather than coming from outside. Could something like this be caused purely by lack of ventilation and a constant stream of washing being dried inside the flat. We have also had so much rain this summer that coats and shoes may have been put into the wardrobes wet.
Does this seem feasable any suggestions and solutions gratefully received.

Yes, you have classic condensation symptoms.

There is a FAQ and umpteen posts on the way to deal with it, there is nothing really to add which is not already here in the forum
