if the window tilts first?
and the handle is the correct type you should be able to open the window in the tilt position remove the handle turn the handle round so when it at 90 deg it will not go any more re fit the handle and close the sash ,then the handle will restrict you to only opening one quarter turn result tilt only.
some windows will allow you to do this with the key instead of removing handle
if the window is turn before tilt this will not work.
